The Standing Bureau

The Standing Bureau shall undertake the following authorities:

  • Study the objections to the minutes of the sittings and their summaries in addition to the results of the ballot and then investigate same and issue the appropriate decisions.
  • Supervise the implementation of the annual budget of The House.
  • Include any matter it deems necessary on the agenda of the House.
  • Form the delegations that represent the House and choose their heads unless the Speaker or one of his two deputies is a member thereof, in which case he shall be the head, and provide the Executive Bureau with the names of the delegations.
  • Endorse the organizational chart of the Secretariat General of the House and specify the staff cadre thereof.
  • Coordinate field visits of the parliamentary blocs and coalitions in addition to the standing committees or temporary committees, besides, brotherhood committees and friendship associations upon their request.
  • Any other functions assigned to it by the House.

Functions and authorities of the Speaker of the House:

The Speaker Of the House shall undertake the following functions:

  • Represent the House and speak in its name and as per its will.
  • Ensure the application of the provisions of the constitution and the by-laws in the debates and resolutions of the House.
  • Put the agenda of each sitting of the House.
  • Preside over the sittings, declare their opening and adjournment , control them , administer discussion therein, determine the subject of the discussion and give permission to speak.
  • Declare the resolutions of the House and follow up the execution thereof.
  • Take the necessary actions to preserve the dignity of the House and the dignity of its members.
  • Head the administrative cadre of the House.

First Deputy functions:

The First Deputy shall undertake the authorities and competences of the House Speaker in the case of his absence, or of it is impossible for him to perform his functions, or his participation in the discussion of the House , or in the discussion of the questions, interpellations and motions submitted by the speaker in his capacity of a Representative of the House.


Second Deputy Functions:

The Second Deputy shall undertake the authorities and competences of the House Speaker in the case of the absence of the Speaker and his First Deputy , or if it is impossible for them to perform their functions, or their participation in the discussion of the House, or in the discussion of the questions, interpellations and motions they submit in their capacity of Representatives in the House.


Two Assistants Functions:

The two Assistants shall- under the supervision of the Speaker- undertake the following functions:

  • Follow up the preparation of the minutes of the sittings and their summaries.
  • Write the minutes of the secret sittings and their summaries and sign them.
  • Observe the results of ballot in the House
  • Record the names of those requesting to speak in the order of their requests.
  • Supervise the matters related to keeping order during sittings.
  • Perform whatever the Speaker asks them in the implementation of his competences.

Election of the Standing Bureau

As stipulated in the By-Laws of The House Of Representatives:

  • The sitting Speaker shall select a committee of three representatives and shall name its chairperson to supervise the ballot process. The delegates of the candidates shall have the right to observe the ballot and counting process.
  • The sitting Speaker shall ask each candidate to the speakership to announce that, then he shall declare the start of the ballot process.
  • The sitting Speaker shall call the Representatives present one by one , and the supervision committee shall give each of them one ballot paper.
  • The Representative shall check the name of the candidate he wants to elect as Speaker on the balloting paper prepared pursuant to the provisions of these By-Laws, in the private isolation, and shall put the paper by himself in the special box in front of those present.
  • He who obtains the absolute majority of those present shall be deemed as winner of the post of the Speaker if the candidates to the post are more than two. However, if the candidates are only two, the winner shall be deemed whoever obtains the relative majority. In the case of a tie vote , lot-casting shall be done between them.
  • If no candidate obtains said majority, election shall be re-done between the two candidates who obtained the highest votes. He who obtains the relative majority shall be deemed as winner. In case of a tie vote , lot-casting shall be done between them.
  • The sitting Speaker shall declare the election result and call the elected Speaker to occupy the seat of the speakership.

Provisions related to the mechanism of electing the First and Second Deputies and the two Assistants:

  • The election of the First and Second Deputies shall be done one by one in the manner in which the Speaker was elected pursuant to the provisions of Article (14) hereof.
  • The two Assistants shall be elected in one list. The winning of the two amongst them obtaining the relative majority shall be declared.
  • In case of a tie vote between two or more candidates for the same post, lot-casting shall be done between them.

Article (34):

  • All election processes in the House shall be done in secret ballot, on standard papers prepared by the Secretariat General, containing the names of candidates and bearing the House stamp and the signatures of the members of the committee supervising the Election.
  • Election shall be done by checking the name or names of candidates on the balloting paper prepared for this purpose.

According to the Article (37): Blank or cancelled papers shall not be taken into account in the calculation of majority in any election process.


Every balloting paper shall be deemed as cancelled if :

  • Not stamped by the House stamp and not signed by the members of the supervision committee.
  • If it contains checks exceeding the number requested to be elected.
  • If it contains marks of identification or distinction of the voter of any kind whatsoever.
  • If it includes names , signs, nicknames,  etc, other than the name of the candidate as stated in the balloting paper prepared pursuant to the provisions of these By-Laws

If the balloting paper related to the House Committees contains checks exceeding the number requested to be elected , the names extra to the number allocated for said committee shall be crossed out. The committee supervising the election shall destroy the balloting papers immediately after the end of the sitting in which election took place.
