The establishment of constitutional court aiming at being as a major station to keep pace the comprehensive development process and one of the stages of institutional achievement in the procession of Jordan State and to be a basic milestone in stopping the authorities from encroaching each other, for that reason, His Majesty King Abdulla The Second keens ,in his guidance, to establish the constitutional court to ensure that this court plays its roles in the reform process and as a main step to enhance the separation of powers principle and defense of peoples’ freedoms and their rights according to the provisions of constitution in which the fifth chapter of the constitution was devoted to talk about the establishment of the constitutional court and its formation frameworks with regard to the amendments made to the Jordanian constitution at the end of the year2011 .
The House of Representatives intensified its efforts to promote the institutional building of the constitutional court since its adoption of its legislative provisions on the level of the constitution and law ,for being a prominent constitutional merit which makes it as a prominent cultural monument and important station of the gradual comprehensive reform which is led by His Majesty The King since the beginning of Arab Spring ,and as a result establishment of the constitutional court according to Law No. 15 of the year 2012 and considering it as an independent judiciary and its judgments are effective and judges therein are independent and it gains its strength from the constitution and it preserves the constitution, and the constitution maintains it.
The relationship between The House Of Representatives and the constitutional court is characterized as an integral and consultative relation as desired by His Majesty King Abdulla The Second, and this relation aims at serving the country and the citizen in addition to serve the higher interests of Jordanian state, specially in issues of constitutional entanglement in the explanations of The Jordanian Constitution especially that The House has the right to submit a lawsuit before the constitutional court directly by which appeal the constitutionality of any system or law to take the legal opinion whether it is valid or not, besides, the authority of the House to request any text of the constitution texts according to the Article (17) of the court law.
Based on exercising its constitutional right, The House of Representatives resorted to the constitutional court to request the interpretation of some constitution texts as the interpretation decision No.(1) of the year (2015), interpretation decision No.(1) of the year (2014) , interpretation No. (5) of the year (2013) and the interpretation decision No. (8) of the year (2013) .
This matter highlights the role and the importance of this court and considers it as a reference of different Jordanian national institutions which was a part of the reform process that Jordanian State carried out through the process of comprehensive administrative and judicial reform of the state apparatus in Jordan .
